Description

Place one of each of the City Hall departments on a single City Hall.

Notes

Most of the challenge of this achievement is getting to a population of 600,000. Once this population is reached, you can simply upgrade your town hall to the highest level and activate the achievement.

  • Claim a mostly flat city (no large hills or water) as you will need nearly the entire area covered by residential zones.
  • Use only high density roads and avenues.
  • High desity low wealth residential buildings have the densest population.
  • Keep the land value low to prevent buildings from upgrading to medium or high wealth.
  • Consider a simple grid-based city layout to maximize usable space.
  • Uneducated low wealth sims start fires like crazy. Plop enough high schools to keep them educated or prepare for a large fire department bill.
  • Because you will have plenty of high density low wealth residential, consider going for Apartment Rows at the same time.
  • Use a city connected to a Solar Farm Great Work so you don't need to wase space on power plants.

You won't have room for nearly any workplaces, so do one or more of the following:

  • Gift the city with a large treasury and lower the tax rate to 0%. Sims won't abandon buildings or complain as much if they don't have to pay taxes.
  • Claim a connecting city in the region and load it up with unfilled jobs. Make sure you have plenty of municipal buses and a train depot for them to commute between the cities.
  • Add some low wealth parks to help keep your sims occupied. Be careful not to raise the land value too much, as medium and high wealth buildings have much lower populations.
