Have your police capture 50 criminals in neighbors' cities.

Notes

• In the first city, plop a large police department with a full set of jail cells and a full parking lot full of patrol cars.
• In the second city, do not create any police stations and plop high crime buildings.
• Gift the services of at least a dozen patrol cars from the first city to the second city.
• Although casinos have a lot of crime, your best bet to insure a steady stream of criminals is the Dr. Vu. building.
• A Dr. Vu. building will hold up to 50 henchmen to unleach into your city (the perfect amount for this achievement)
• Keep traffic clear. The patrol cars need an easy path into and out of both of your cities.
