Have at least 4,000 students commute to High Schools in neigbhoring cities.

Notes

• In the first city, plop a high school with the maximum number of floors, the gymnasium, and a full parking lot full of school buses.
• In the second city, do not create any schools but plop school bus stops at every residential block.
• Make sure the population of the first city is small enough to leave empty desks at the high school.
• The population detail page shows the number of empty desks available.
• Make sure the population of the second city is large enough to have at least 4,000 students.
• Keep traffic clear. The school buses need an easy path into and out of both of your cities.
