Notes

For being such an advanced resource, ControlNet sure doesn't sell for much. You will need to sell over 5,000 to earn $50.

In the first city, make very high wealth buildings, a full stock of 8 Elite MegaTowers, and an Academy.
In the second city, do not create an Academy, but plop a bunch of building that require ControlNet.
Ground Scrubbers and Sewage Sanitizers are good choices.
